long rings before voicemail on hms-400

We have a System 11C using HMS-400 for voicemail. (The HMS-400 is a hospitality flavor version of CallPilot, near as I can determine).

Voicemail is on 399.
When dialing 399, we get at least 4 rings, then a stutter ring, then finally voicemail picks up.

Similarly, when someone dials an extension (or a call comes in from outside to an extension) the instrument rings 4 times, then goes silent (the calling party hears 4 rings, a stutter ring, then 4 more rings, and another stutter ring and finally voicemail picks up). Of course, most people just hang up after 6 or so rings, so we aren't getting many voicemail messages...

We have RCO set to 0, which corresponds to CFNO and DFNO of 4 (4 rings), and have not had any changes to the system that would change the behavior.

Up to about a couple of weeks ago, calling 399 would get a single ring and voicemail to pick up. A caller would hear 4 rings, (while the instrument rang 4 times) a stutter ring, and voicemail would pick up.

As we've had an issue or two over the past 18 mnonths the system has been in place, and there had been some odd occurrences, I backed up the switch, then rebooted it, followed by rebooting the HMS-400. Somewhere near 15 minutes after rebooting the HMS-400, it was back in service and functional again, but we are still getting the extra four rings before we get to voicemail...

Please advise of any ideas you may have for correcting this new behavior... I'm stymied at this point.

399 is built as a cdn or an acd dn? and does the hms acquire the cdn?

I went to the switch and ran ld 20, prt, dn, 399 and the response was:

DN 399
Type MCDN

The hms does pick up eventually, but takes an extra 4 to 8 rings, as if it is missing the ring the first time or two around...

I'm an IT specialist, not formerly trained on Nortel, but have had to assume it because we are somewhat remote and the vendor the army has contracted apparently has less experience than me on Nortel equipment...

Also, when I go to HMS-400, open Voice Module administration and look at Entry Point, I see the following:

These are about halfway down on the Entry Point List. Most of the other entries call AA (auto attendant) numbers.
