Long black line from report

sql database
I have a format problem
i have 1 group and 1 detail section
and multiple 1 group footer
i have a rest on change of group and have keep group together check and repeat group header on each page
i have a record counter in my detail section
i have new page when x2 when record count = 15 for i want only 15 record per page
my multiple group footer add lines so the can hand fill the section if there data missing

example
page header has this
a box whit this inside

dist num city School

in the detail section i have
100 Car Good

my design look like a columm and row like a spreadsheet

the problem is i have long line from the detail section that appears chen the detail section cut at 15 records per page
i draw line to the bottom of the last footer too look like a spreadsheet
here is what it looks like on the 15 record per page when there more record for the same district

this detail section spreads alot with these line

they stay till i get to the last record page for that group
then all looks fine i might have 12 records and the extra line appears and looks clean just like a spreadsheet

can some one help me please
