Go to Domain security policy on the server. Then navigate to security settings > local policies > security options. You should see the options for message text and message title for users attempting to logon. Change these to what you want it to say.
To apply to single computers:
LegalNoticeCaption and LegalNoticeText are a pair of registry values (HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon). To enable a legal warning message on a computer just enter a value for these two items (type whatever you want to display).

Very few individuals are allowed to edit Group Policy objects for the Domain.
Since the Group Policy objects described above are local policies, they apply in the local context in the absence of a Domain. They are policies that effect Interactive Logons, a security object whose scope is the local machine.
Use either gpedit or Start, Run, secpol.msc to edit the two entries for Security Policy, Interactive logon - you have an entry for title, and an entry for text.
