Logon Banner Limit in Windows 2000 Server

I am trying to ad a Login/logon banner to display a security statement when someone tries to log in. I know how to go through the GPO to add the banner, but the banner I am trying to add seems to be too long. Is there a limit to the size of the banner, and if so, can it be changed? I would think you should be able to edit the size limit in the registry, but I cant seem to find it. Thanks in advance.
