Hi,
Use the ellipical marquee to make an oval, fill it in with blue, then do a bevel effect to it (setting the spread/distance fairly high), apply the bevel, then load the selection, and do a stroke with grey.
For the lettering, simply do a text marquee outline and fill it in with a gradient of grey and white, with the 2 colors being fairly close to each other and then do a small stroke with a darker grey.
If you need more explanation to some of those steps, just let use know and we can explain further.
However, that is only a raster logo, if you are looking into creating a professional logo for yourself you should use a vector based program like Adobe Illustrator.
