Hi There... does anyone know if there is a way to create a login page to a portal that requires users to fill in their information prior to entering the portal or before they can download any documents.

At a loss, what are you trying to accomplish. If anomyous access is disabled noone can view the site unless the log on.

When fustrated remember, In the computer world there is allmost always a backdoor.
 
Trying to create a portal that has attachments that users can view... but before they can view them we want to capture there information.
We want this to be mandatory.
I am creating an InfoPath form to help with this.
The form will have them fill in FName, LName, Email, Company and Phone.
From there they will submit that and then we will get an email that says the user would like access to the site.
Then we can give them access.

This sounds like you want to have users accessing the site that are not part of the Domain.

Sharepoint doesn't support that "out-of-the-box" but it did find this website for a price you can purchase a web part that will. Advis AD Manager

No, they can be part of the domain.
But i don't want them to be able to access anything until we get them to register.
I think i have it figured out now.
I am goign to create a site for thme to go to that has an infopath form for them to fill out.
once they do that then we can create them an account and they can go to a sub site of the first one.
 
So you are going to create the an account in the domain?

Just enable anonymouse access and give permisson for anonumouse users to complete the info path form.

Note: unless they have office 2003 pro on their computer they will not be able to fill out the form.
