Logging into Sites

If I have 15 domain controllers of one Windows 2000 domain, and these controllers are scattered throughout different locations, how does a user account know which domain controller to logon to.

Is it intelligent enough to look for the nearest geographical domain controller, or can it simply pick one at random. It's not quite clear to me how this works.
 
Basically the client sends out a request and the first one that acknowledges the request is the one used to logon. Usually that will be the closest one geographically but if it is too busy you could get logged on from across the country.
