log on locally but remove shutdown right

I want a domain user who can log on locally to win2000 server but I don't want he have a right to shutdown the server. What policy I should apply?
 
you can either set the Domain or Local Policy to only allow admins to "Shut Down the System". This is under Computer Configuration\Windows Settings\Security Settings\Local Policies\User Rights Assignments.
