LOG Exceptions

Using RBL, sender ID, Whitelist, blacklist, IP Blocks,
exceptions, bla bla bla.

Does Exchange 2003 SP2 log these items?
I dont see anything in my SMTP or Exchange logs about the IP Addresses ive blocked or SMTP conversations cut short.

Our users complain about certain AOL and bellsouth users
get 5xx or 4xx messages from our servers, but there are no
blocks for them.

(No i havent created a filtered ethereal capture)

Also, has anyone ever tried to corrolate these two logs?
nightmare. They log different parts of the mail system.

One more thing:
Do you have to Start/Stop the SMTP service and Exchange agents to put all these blocks and exception changes into
use or do the go "live" as soon as you make a change.
