Locking up a folder

Is there a way to lockup a folder. I have a PC which many kids access since teaching at home and use the PC for drill and practice. Some of the kids appear to delete some of the shortcuts to various programs out of the folder and I have to reinstall them.
I would like to make the shortcuts available and useable to the kids, at the same time make sure they will not be able to delete these shortcuts accidently or deliberately. Is there a way to lock the shortcuts or the whole folder so nothing can be deleted except by an administrator or the PC.
 
If you right-click the folder and click on properties, there are sharing & security tabs to look at. I've never done anything with them, so don't know if this is what you are after or not; just pointing it out....
