Is it possible to lock the handsets so the users can not change any of the buttons or add or delete features that they are no suppose to use for example paging, that is reserved for the receptionist or call forwarding, etc. Our other phone system allowed for the handsets to be locked and only the admin could change them.

For now it's only the 9600, 1600 and 1400 series phones.
On the User > Menu Programming > 1400/1600 and untick "Include Forwarding Menu"
In the further releases they might put in more options.

Usability
· Standalone: Small Office Edition cross, IP403 cross, IP406 V1 cross, IP406 V2 tick, IP412 tick, IP500 tick, IP500 V2 tick.
· IP Office Server Edition: IP Office Server Edition Primary Server tick, IP Office Server Edition Secondary Server tick, IP Office Server Edition Expansion System (L) tick, IP Office Server Edition Expansion System (V2) tick.
· Release: 5.0+.
Configuration Settings
· Include Forwarding in Menu: Default = On. Release 5.0+.
This setting controls whether the user is able to view and use options to control their forwarding within the phone's menus

Can you not change the opstat options in the 46xx settings file to lock handsets down , obviously need to be ip sets.

You can disable or erase shortcodes, you acan applie user rights but you cannot remove the menu's in the system phones or in One-X Portal which still allow users to do anything they want.
So despite all effords you will never be able to lock down features for users so a company policy is al that remain.
Beside that, if you want a system without user features you should not offered/installed a IP Office.

No access to external lines, can only dial a limited range of numbers internally
Or give it a hotline to the reception then the receptionist can call any number and transfer

on regular Avaya handsets you cannot change your own buttons anyways, you need Manager on a PC to do so and User name and password except if you give them a selfadminister button. You can lock down some features with user rights and everything else you have to use best practice and do what you can to prevent abuse and whatever you cannot lock down you can't prevent.
intrigrant suggested the right thing for absolute (as far as there is such a thing) safety as he suggested an analog phone and for courtesy phones they will do just fine.
Or do I have another Friday today and miss something vital and you actually can program buttons on an Avaya set?
September is coming out with R9 and there are new features coming but don't hold your breath that all works right away as they tend to break old stuff when they introduce new stuff (sarcasm dripping off this one I know but I can't help it)

yes programming the DM32 User buttons by the phone is a lot faster for me.
I found that out when my laptop seemed to slow down so much i went through the Phone menu and found userBLF .
type the extn number then press the button
