locking down a registry key

On our Citrix Server, we want to make it so that people can only browse certain websites through their citrix sessions. (*.microsoft.com for example) We figured out how to do that. However, as soon as we change the registry settings, the next time someone logs in, the settings change right back and everyone can browse any website they want. We changed the permissions on the keys that make it work so that only my boss has write permissions, but the settings still change back. Does anyone have any idea how to make the registry settings stay.
