locked out of terminal services and the console

We setup a new windows 2003 server several months ago, and the terminal services grace period has expired. I must have been logged into term services while it happened. Anyway, it was in remote admin mode, not licensing mode, or so i thought. I can no longer log into the server, and even worse, cant get in through the console. Any ideas? I checked the event log and I am getting the "The terminal server cannot issue a client license" message. I just setup a term server licensing server on another server, but i need to get into the server asap (exchange). Any ideas?
 
First of all you don't need to add terminal services (in Windows 2003) to get Remote Admin access. By default there is a Remote Desktop configuration that allows you to do Remote Admin stuff. The Remote Admin no longer exists in Windows 2003. It has been replaced by remote desktop.

So, if you installed Terminal Services, you installed Terminal Services in Application mode.

This, however, will not prevent you from walking up to the server and logging in. I would walk up to the server and remove Terminal Services (application mode). Then make sure that Remote Desktop is working (you may have to select a check mark in the Remote Desktop area to enable Remote Desktop.)
