Locked mouse at random times - keyboard still works

Have you tried another mouse on the same port?
The reason I asked about USB is that we have problems with Dell Optiplex GX-280s where the mouse and/or keyboard stop responding at random times. Dell has a fix for this. But you're using PS/2 so it doesn't apply to you.
