Locked files in shared data folders

I'm having an issue where i cannot delete/move files (i.e. pdf, doc's etc..) in our main shared directory because they are in use by a person or program.

I've checked everything i can and tried a few 'unlocking' tools and i still get the same. The only way i know round this is to reboot the server, then i can delete. However these locked files are becoming more and more frequent and i don't want to have to reboot the server everytime.

Any help is appreciated

Can you not dissconnect the users session in computer management?
 
I'm trying to delete this on the server itself.
 
A client PC can still be holding the file open if it's connected remotly.
 
But if the file is not shown as open in 'Open Files' in computer management, how do i know which user session,if any, is holding the file open?

Like i said, i'm having to restart the server to be sure of unlocking the file as there is no reference to it being open.
 
I've tried the disabling AV already. I'll give the Process Explorer a go and see what happens
