Is it possible to LOCK a handset so the user can not make any changes to the display? On the Nortel systems the handsets allowed restrictions NONE, PARTIAL, FULL whey they are set up via admin programing.

No, you cannot lock a extension/user for basic configuration settings.

What "changes to the display" are you referring to?

On the new rel9.0 systems now have a TUI tab allowing you to disable the Features.
It stops the user from accessing some of the features via the feature menu.

Does not work on 7,8
