locate taglib

hi there;

i am using taglib to do the page index as given from
i am getting this error,

org.apache.jasper.compiler.CompileException: /usr/local/tomcat/webapps/opac/pager-demo.jsp(1,0) Unable to open taglibrary : Could not locate TLD META-INF/taglib.tld

may i know what to put in the tag uri? (i can run on windows but not in linux?? why)
