Local Policy - Help urgently needed

Please help! I have a win2k server configured as a terminal server in application mode. I am not running Active Directory in the domain.
While experimenting with applying local policies in an attempt to lock down the server during terminal sessions - I have come unstuck in a big way. I have applied the local policy to run only certain windows applications. This works however I cannot get now run the mmc to change other policy settings.
In fact, I cannot run anything from the cmd prompt, I cannot access explorer, my computer, or anything for that matter. I have essentially locked myself out using the policy!
Is there a method by which I can disable the policy - I have tried rebooting the server in safe mode but this produces the same result.
Please advise
 
Delete the c:\winnt\system32\group policy folder and reboot the box.

This will reset the local policy back to the defaults.
