Local js cookie without a path.

I have been playing around with an app which sets and reads a string from a cookie. While I am testing locally, I regularly look up the cookie file and check out the contents of the cookie which always has a local disk / folder heirarchy path. Recently I somehow inadvertently created a cookie without any path which looked like this:

ttt_cookie1092689954%7C1~~local~~/108852103910430859101
370963537629656019*

Does anyone know how this can happen? (Just in case I do it again - it takes a while to wake up to it).
