Local Global address book cant be added

A Local Custom Global Address book/list is installed onto a machine via an installer ( i have no idea what it installs ).

When I choose to add a new Address book the one I have installed does not appear in the list. ( it did prior )

Could anyone tell me how a custom address list is picked up by outlook and what may be causing the address book to not appear in the list with

Outlook address book
Personal address book

Any help if it makes sense would be great
