local DNS problem

I'm running XP Pro Corp and I would rather not nuke the hard drive and start over. ya know .. figure out the problem instead.

The problem :
I cannot ping any LAN computer names after about 2 minutes from powerup. I can't run a UNC from the run line either.

I can ping their IP
I can ping loopback all day
I can ping any internet domain
My hosts file is clean
Most computers on the LAN are using DHCP so their IP changes from time to time, so entering them into the hosts file is a bad idea
DNS service is running

Other systems cannot ping me with name or IP
no firewall program is installed, XP firewall is disabled. I do have a Cisco VPN client installed so there is a "Deterministic Network Enhancer"

ideas?
