Load Library failed

when running REGSVR32 to register a dll to complete ESR54082 i get the following error.

Load Library('c:\egate\client\bin\SBYN_REGISTRY.dll') failed - The specified procedure could not be found.

i am running WinXP and have run out of ideas. any help would be greatly appreciated...
