load balancing problem

I have a problem at work which I am not sure how to resolve. We have a PDC and 2 BDC's, we run a tight policy regime with computer and user policies locking down the desktop etc, we need to map drives (we do this with a logon script at the moment) the problem is that when all 600 users try and logon on at the same time the policy files and mapping scripts are getting hammered on the PDC and slow the logon on time right down, casuing a rral heaft delay with start menu's etc etc. the .pol files have been replicated to all BDC's.
It has been suggested that we run a script to force certain users to logon to the BDC's by default,using "if" statements etc and this would lighten the load on the PDC.
I was under the impression that in a network, (1 domain) with a PDC and a couple of BDC's that load balancing could be achived using the polices themselves , by selcting the load balance option when writing them.

Any ideas?
