Listbox must be protected but allow scrolling, how ?

I have a listbox that is for display only. But I need it to allow scrolling. I currently have 'enabled = false' and 'locked = true' and it does not allow scrolling.
 
Sort by date Sort by votes
Make it Enabled=Yes and Locked=Yes

This will allow you to scroll but not to select anything. Is that what you want to do?

Yes, I use this listbox strictly to show information but it does scroll off the right side and the bottom.
