LINUX 7.1 RLOGIN CHANGES

I have recently upgraded from 7.0 to 7.1. I am unable to rlogin into the upgraded machine. I was able to before. I did not install the firewall. The system is completely secure from the outside world. Rlogin works for regular users but not root. The /ETC/HOSTS files are correct and the /ETC/XINETD.D/RLOGIN file has been edited to enable rlogin capabilities (disable = no). The /ETC/HOST.CONF is "Order hosts, nis, bind" and the root .RHOSTS file has been edited. HELP!!!!!!!
