Lines across video is my pc tough enough for premiere?

When ever i try to edit the video or even view it after completing and saving to an AVI it has bars acorss the video. I wasnt sure if it was because my video card wasnt up to par (Voodoo 3 3000 AGP) or if my Processor was too slow, (AMD Duron 800Mhz OC'd to 990) Btw im using Adobe Premiere 6.0. The image in the monitor looks like its seperating, its hard to explain with words so im gonna try and make an example for u since i just cant take screen shots of the video acting up.
hopefully that looks but in the video every other line is out of place.. please help if u can, or give me a valid place to UL this photo so u can see exactly what im talking about...
 
btw if you copy and paste the link to your browser u can see the picture thats an example of what im talking about...
 
I haven't seen this before. I use an Athlon 900 MHz without problems on Premiere 6.5, so I doubt it's your processor. You could play for AVI on another machine to see if it's your video card--doubt it though. Could this be an interlacing issue?
 
If it is your video card, try updating the drivers. Does this happen only with videos that you have edited? If not, I doubt it is your video card. If it is a video card problem, and updating the driver doesn't work, then I recommend you unistall the card and reinstall the card with the lastest driver.
 
Sorry, my mistake.....If you have problems with all your videos then it is obviously a video card problem. If it is just your edited vids, then the problem lies else where...
