Line Formatting

I'm having trouble formatting a line. I am inserting a line in the page header of a report in 8.5. All I am trying to do is insert a horizontal line and have the edges match up with two verticals lines on each side. It won't let me make it the exact length using the sizing handles. It's either too short or too long. I have tried using Object Size and Position, but when I use that, it moves the line vertically, even I only change the width. The Options are set at Free-form placement and Grid size of 0.010. Any suggestions?
 
In the design view, right click and uncheck SNAP TO GRID...This should allow you to place things anywhere...

Thanks for the quick reply, but that's the first thing I checked when I first had the problem. the only thing checked in the grid options section is free-form placement.
 
Try sizing the line without the guidelines.
