line breaks???

I just started using Dreamweaver a couple days ago. When I'm typing text though, when I press 'return' the cursor doesn't go to the next line, it starts a new paragraph (<p>). Why does it do that and how do I make it stop? And when I DO want a new paragraph, do I just press 'return' twice? This is really baffling. I mean why wouldn't pressing 'return signify a line break???
