Limiting users to domain only 2

Is there a way to do this?
I need to have specific users (about 12) only be able to email to the domain users and that is it. Also I want them to only recieve email from domain users.

One question,

Is there another way to do it? Deliver Restrictions (?)
I have removed the smtp and it worked like a charm. But I may have users that I want to recieve limited emails from specific domains depending on the user.
