Limiting Logon Times

Is there any third party programs that can get more granular for limiting logon times. I have a client that wants to set times by the half hour in AD. In other words, set logon times to be able to login from 12:30 to 2:00 pm, then from 5:30 to 7:30 etc. Currently AD only allows times on the hour? Anyone have any ideas?
