Limiting Internet Access

Is there a way to have full internet access as the admin (xp pc) while limiting the access of the guest account? I tried setting up different content levels and the settings are global.

It is for a small network ( 3 pc's) I setup at a gym for a friend. Everything work s perfect.Well almost :)
We can't turn off the net because members log into there accounts through an infared scanner that access's all the members information on the net.. It will report back if they are behind on there payments or if the staff has any messages for them..Can't password the pc because the person in charge has to use the pc for various other task..

Have you tried using IE's Content Advisor in Internet Options?
 
I tried using the content advisor but it is global.I need to somehow only set the content for the guest account..
