I used dummy MACs for numbers that were not actually on a phone, but I wanted to use for something. On some phones, I had a speed-dial for 'help desk', I put in a dummy mac for a phone, then on one of the lines I added the number that the speed dial pointed to. then I forwarded all calls to that number to my cell phone, so when someone pressed the 'help desk' button it rang my cell phone. you can create a dummy phone for all your phantom numbers, if you use a 7960 as the phone, you can add 2 7914s to it and get 34 numbers on one phone that doesnt really exist. you can also use CTI route points for the same thing.
