Limit Recipients Problem

My Exchange 2003 enviroment is only allowing 20 or so recipients per email that I send. I know I set this policy up, but am unable to find where I set it. I was so sure it was in the SMTP connector, but that is set to the default 6400. Could somepne please help this poor apsent minded IT guy?

Check your SMTP virtual server. Its under Servers/servername/Protocols/SMTP
