Limit Number of IE and IM's on Terminal Server

Hello All.

I am running a Windows 2003 SE, terminal server. Is there a way to restrict the number of Internet Explorer sessions and AOL AIM sessions per user?

My server utilization is getting out of hand. This sure would help.
