This must be a common issue but I am unable to find a good solution:
I have a T1 line coming in to a Cisco router. Recently we started having bandwidth problems that seem to be caused by users on the LAN side downloading large files. Virtually all the available bandwidth goes to the file download, bringing the rest of the network more or less to a standstill: other users get virtually no bandwidth on the T1.
How can I configure the router to address this problem in such a way that if there is congestion caused by large downloads all users still get reasonable bandwidth, but if there is only only user downloading a large file then the full pipe is available to that user?
