Lights on CP150 flashing

What could be the cause of all the lights on my CP150 flashing? I checked the connection to the MICS and that seems to be ok, but when I dial feature 981 I get inactive feature.

When the lights flash that usualy means it is trying to register to the KSU.The power supply's are known to be bad on the first CallPilots.
