Lighting Effects with AE 6

Hey everyone,
I hope sopmeone can help me or point me in the right direction. Is it possible to create the effect of animated lights in After Effects without a plugin? I woululd like it to be more line shaped (like streaks that maybe fade) than just a circle that moves, if that makes sense. I need to impress the head honcho and would really appreciate the help.

Unfortunately, After Effects doesn't have a render engine that will recognize volumetric lighting without a plugin.

You could fake it with fractal noise and some solids, but you wouldn't be able to control it with true light parameters.

It is possible to create animated lights (like blinkers) with the plugin Vegas.
You could create a fake volumetric with a mask shape over a solid with a ramp on it (creative mask shaping).

As far as creating the bend of lights along a distant object, you'll need to use displacement (and perhaps paint some serious maps) ugh.
