License Key using ORK for Visio 2002

I'm not too sure if this is the right place to post, but I figure I have to start somewhere. I want to deploy Visio 2002 to two different departments. Each department has bought their own volume license key, so I need two MST files, one for each department. However, when I run the Custom Installation Wizard to create the MST file for Visio, it never asks me to accept the EULA or to enter a license key. Instead, if I assign using the msi from the CD, it prompts for the license key the first time visio is run. If I create an admin install, it asks for the key during this (and can't be bypassed) and then gets installed with thise license key. But I can't find that key anywhere in the MSI file. Does anybody have any ideas why I can't specify the key with the installation wizard?

Please, can anybody help on this? I was looking this up and found a properly called PIDKEY which doesn't exist in the MSI. However, I added it into the MST but windows installer still used the one in the MSI file. I can't understand why it's so difficult to specify a license key for this. Can anybody help at all?
