license for TS3.2 and TS3.1 the same?

from what I understand from this situation is that a 3.1 system can be upgraded to 3.2SP1 with the 3.1 license. add-on lics are 3.2.

you can upgrade without SA, but if you need new licenses, THEN you pay for the 3.2 upgrade
