Legit mail gets delivered to both badmail and user mailbox

Hello,

I just discovered about 27 000 files inside the badmail folder which I wasn't that worried about. I just emptied the folder and yet new ones appear. I check the .bad file with notepad and looked at it's contents which was a legit email. Worried that mail wasn't being delivered (since it ended up in the badmail folder), I checked the user's mailbox and discovered the user did indeed receive the email ??? How can this be ? I'm relieve to know email is being delivered yet puzzled as to why it also appears in the badmail folder. I can simply ignore the problem and just empty it's contents but that just doesn't seem right. This exchange server is fully patched and uses spam filtering for an outside source. This exchange server only accepts connections on port 25 from the spam filtering server. Any ideas ?

 
Perhaps looking deeper in the headers of these messages will give you a better idea of what's going on.
 
If I send a message to 3 users in the domain, and one of the addresses is bad, the mail gets delivered to the other 2 and a copy ends up in badmail. Look closely at the headers to see where the messages were addressed.

 
I'll let it alone for now. Customer is going with a hosted exchange server at some data service provider. We will flush exchange from their internal network infrastructure.
