Leave voicemail message from analog trunk

Hi, I have an older IP Office 406 V2. 3.2.69 with embedded vm. I have analog trunks for my incoming lines and if someone calls from one of these analog trunks I'd like the call directed to a users vm box if know one answers. I can't find any docs they has coverage for analog trunks to vm.

...point the trunk to a user in incoming call routes. If the user does not answer, it goes to voicemail *by default*.

In the destination field on the incoming call I do have the user in there, but it's still not answering?

the line rings on the phone but it never covers to the vm box in the destination field

Does the user have voicemail enabled? What happens when you call that user internally, does it go to voicemail?

Yes it does cover internally
