Least Cost Routing over SCN

I am having trouble setting up my least cost routing. We have a PRI at Site A and 4 CO lines at Site B. Our goal is to have it set up so that anytime a user at Site A dials a number in Site B's area code, we go out over the VOIP line and try to use one of the 4 CO lines at Site B. If the 4 CO lines are busy, we want to just route the call over the PRI at Site A. Everything is fine between the two sites as we can call, page, check VM, etc.

We are at 3.1.56 and 3.1.18 VM if anybody is wondering.

I tried searching and found someone else having the same problem but I couldn't understand the answer. Please help!

Site A PRI Outgoing ID =5
Site A to B voip ID =10
Site B area code =333

Site A LCR route:
Main Tab

BTW---

set your timeout on the main route tab to about 5 seconds for analog dial tone, maybe 10

It works like a champ. Thanks a ton! I had the 9 in the LCR shortcode and it was causing our issue. I read we couldn't use [] but I didn't even think about the 9 in them. Thanks again!
