LDN extension restricts tranfering to outside number

Attendant would like to transfer callstto and external number but she gets a busy tone.

We are able to do so if we call a DID from off site or dial 0 from on site and transfer out but once the call goes though one of our LDN numbers then it restricts the call.

Can anyone help me on this situation?
