LDAP problems with 5.5

I'm having a problem with what looks like LDAP on my Exchange 5.5 servers.

I have a multi-site 5.5 org that I'm taking to Exchange 2003. I've brought up the new Exchange 2003 server but I'm caught in the Connection Agreement Wizard. I was able to make connections to every site but one.

Every time the Connection Agreement Wizard tries to connect to this one site it immediately returns an error: "server not operational". It's not a helpful error, nothing is logged and technet doesn't offer any solutions. However, I think I nailed it down to a problem with LDAP.

There are three Exchange 5.5 servers in the site that is giving me problems. Whenever I try to telnet to port 389 the connection is immediately dropped. It does this on all three servers. When I telnet to port 389 on servers in other sites I get a connection and a flashing prompt.

I checked the LDAP settings under the protocol object in both the configuration container and at ther server level. Everything looks good there. I even tried changing the LDAP port to 390. It still drops the connection immediately.

I also tried disabling AV services running on the 5.5 servers thinking that they might be blocking ports.

Port probing shows that port 389 is open and listening on these servers. It doesn't matter if I initiate the conenction from a local system or one across a WAN router.

Has anyone seen this before or have any insights as to why my attempts to connect to port 389 on all the Exchange servers in one specific site fail? Any help is appreciated. Thanks.
 
Found the problem. On the properties of the protocol object the site was set to reject all connections.
