The init prompt is the initial restriction:
DENY = Deny all outbound calls
ALLOW = allow all outbound calls
the DENY's and ALLOW's following the INIT are "deeper" restrictions
I.E. an user is allowed to dial all outbound numbers except 0900, but he's allowed to dial 0900-1234, you could make a CRNO with init allow (Everyting is allowed), after that you deny the 0900 range and after that you allow 09001234

Further to that the CRNO number i.e. CRNO 5 being the barring table directly relates to the phones NCOS. I say usually as some installer may have associated the numbers differently. But for most cases CRNO 5 means NCOS 5 etc etc
To test your CRNO /NCOS relationship or mapping is straight you should print off your outgoing trunk route data block.
