I've been interested in a 17" CTX lcd monitor that I stumbled upon recently. I'm JUST starting to get used to 1024 x 768 now, and I've been an 800 x 600 user for a long time. I would prefer to not go higher than 1024 x 768 now, but this monitor's "true panel resolution" is 1280 x 1024.

So, running this on 1024 x 768 will not be as clear and sharp then, will it? I'm figuring the "true panel resolution" is the native resolution. Here is the link:

Correct - running LCD panels at any resolutions other than the native mode will make the screen look blurry.

1280 x 1024 on a 17-inch LCD is a bit high, unless the panel supports digital interface mode. In this mode, one pixel from your video card always displays exactly at the same pixel position on the panel. That makes high resolutions very crisp.
In analog mode, you can't just rely on the specs for an LCD, you have to try it and see if it satisfies you, because the performance of the interface boards that transform the analog video into LCD panel signals vary a lot between manufacturers.
But as Dakota81 says, if the screen is spec'd at 1280 x 1024, you better use it at this resolution. You will get used easily to 1280 x 1024 too. Most programs enable the use of bigger icons, if this is what bothers you.

Run at 1024x1280 then adjust appearance ie: size of icons, spacing, style and font to make them larger and more legible.
LCD's need to run at their maximum native resolution.
Be careful not to exceed the panels max refresh rate.
