Layers:how to keep the same format in explorer and netscape

Hello, I would like to know how to have the same web page on internet explorer or netscape.
I work with internet explorer and everything is set to the right place (layers) and when I see my page in netscape all the layers moves.

What can I do? There must be something to do about this?
Please help..
