Layers and sizing

I've designed a website using layers.

The content of the site goes into the body layer.

The problem is, if the content I add is bigger than the layer I have to resize that layer and move any layers underneath it.

Also this means that every page on the site has been made bigger so lots of blank space.

Is it possible for your layers to all auto expand according to the content and so everything moves in one go and only for the page with the large content?
