When you buy the switch, you must specify that you want one with layer 3 capablilities. If you just bought a switch, more than likely, it does not have any routing hardware/software with it.
2948G-L3 is a routing switch. The CAT 55/6500s are layer 3 capable switches. There is probably a version of 3500 that has routing capabilities. You should probably call cisco to find out.
The new 3550's can come with either a standard image or an enhanced image. The enhanced one will do IP routing.
I think it might tell you which if you do a "show version" on the switch. I think it mentions something about layer 3 image. The other way to check is see if you can add an IP address to an interface. A default config of a switch with the layer 3 image has "no ip address" under every FastEthernet interface.
You can upgrade a layer two 3550 to a layer 3 one by upgrading the image. This entails an extra cost obviously.
