Latest wininet.h and wininet.lib

You should install .NET to use it. The newest version will work only with newest wininet.dll on target machine (and newest version wininet.dll probably needs another newest dlls, for example, for sockets). If You have an older version of this (and may be anothers)dll, You probably can't run Your program on Your PC too.
